The Doctor

Dr. Blackburn received his Doctorate in Optometry in 1994 from the Pennsylvania College of Optometry. He is currently the Director of Vision Rehabilitation at The Family Eye Group in Lancaster, PA and at the Delaware Vision Academy in Wilmington, Delaware. At the ophthalmology site in Lancaster, he works as part of a team with a neuro - ophthalmologist and a pediatric ophthalmologist. Our approach is a multidisciplinary treatment method involving the best efforts of all who are involved and can assist in resolving loss of function. Typically this will involve neurologists, neuro-psychologists, psychologists, occupational and physical therapists, educators, nurses, and physiatrists. Dr. Blackburn believes his patients are oftentimes not suffering from visual conditions alone.

Dr. Blackburn is committed to "developing the foundation to enhance your visual world." He provides specialty optometric care in a friendly professional atmosphere. He is dedicated to improving the awareness of the benefits of vision rehabilitation. He has been an invited guest lecturer to for optometrists on the "Optometric Management of Traumatic Brain Injuries" during the Central PA Optometric Association. He has also presented a demonstration, question and answer seminar as an invited guest to the Tri - State Homeschooling Network on how "Hidden Vision Problems Can Affect Learning."

Dr. Blackburn is the Clinical Director of "Opening Eyes" of Special Olympics since 2001. During the Summer Games, he helps direct a full optometric screening of the athletes. This is an opportunity to provide the athletes with a vision health examination and determine the need for sports protection goggles and eyeware at no cost to the athletes.

He is an active member of the Neuro-Optometric Rehabilitation Association and provides neuro-optometric rehabilitation evaluations to traumatic brain injured patients. This practice sees about 20-30 patients weekly with an associated brain injury, stroke or central nervous system problem. It continues to grow as more are being referred by neurobehavioral psychologists and occupational therapists, and neurologists for vision rehabilitation. He is also an associate member of the College of Optometrists in Vision Development, Clinical associate of the Optometric Extension Program, member of the Pennsylvania Optometric Association, Delaware Optometric Association, Delaware Leader for the INFANTSEE program (that provides free eye exams for all children between the age of 6-12 months), and member of the Brookside Lions Club.

Since 2002, he has been an investigator of Amblyopia for the National Institute of Health, Pediatric Eye Disease Investigator Group (PEDIG). In the past, the investigational group, comprising of over 200 optometry and ophthalmology sites nationwide, were investigating the response rate to treatment in children 7 to 17 years old with moderate to severe amblyopia (visual acuity 20/40 å 20/400). The study began recruitment since October 2002 and enrolled over 360 patients nationwide. The current study is investigating the response rate of 2 hours of patching for amblyopia in 3 to 7 year olds with moderate to severe amblyopia. All treatment is followed by an observation period to monitor patients after discontinuation of successful amblyopia treatment. Dr. Blackburn's Delaware location is the only one in the state of Delaware who is currently investigating children with amblyopia. If you have contact with children who meet the above criteria, please consider referring them to participate in the Amblyopia Treatment Study by contacting the Delaware office. Participants will receive spectacles, and/or patches when randomized into the study.
